REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Study on Economic, Policy Incentives mechanism of Reuse of Reclaimed Water

The People’s Republic of China has received financing from the World Bank toward the cost of the Qinghai Xining Water Environment Management Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include of the following tasks,

According to current background, policy, regulations, rules, environmental and health risks of reclaimed water renovation,

1. Study on the economic and policy incentives of reclaimed water reuse and

2. Advising for the reclaimed water work in Xining City and

3. Submit a specific research report on the economic and policy incentives reclaimed water reuse.

Period: of service: 22months

The Qinghai Xining Water Environment Management Project Management Office (PMO), Xining Municipal Huangshui Investment Management Co., Ltd. (XMHIMC) and Xining Municipal Drainage Development and Construction Co., Ltd. (XMDDCC) functioned as the project executive office（the employer） and China National Technical Import and Export Corporation (the agent) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

1. The interested party should be a normally operating business with good financial status; and

2. It should also have experiences of two or more similar consulting service projects in the past five years. and

3. To have enough employees with relevant skills；

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [edition: January 2011 ](“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or sub-consultancies to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS (Quality and Cost- Base Selection) method set out in the Consultant Guidelines.
